Between 2013 and 2016 Premium Concrete LLC set up four concrete batching plants on the project site and kept the construction works supplied continuously and reliably. Over that period it supplied 260,000 m³ of concrete in total, including the project’s most critical elements — the terminal building with capacity for 3 million passengers a year and the 3,600-metre runway pavement.

The Shangri-La Ulaanbaatar project is the largest and most complete development ever built in Mongolia’s construction, residential and retail sector, comprising a 5-star hotel, a 35-storey tower, luxury residences and the Shangri-La Mall. It was the first project in Mongolian construction history to be built with international-standard high-class, high-grade concrete (C40 and C45). By combining the capacity of the plant on the project site with that of our fixed plants outside it, we maintained continuous, reliable supply through all four seasons despite Mongolia’s extreme cold climate.

Across the three wind farm programmes at Salkhit, Tsetsii and Sainshand, Premium Innova supplied high-grade concrete for more than 80 turbine foundations on sites far from Ulaanbaatar.
A wind turbine foundation is one of the most technically demanding applications of concrete in construction. Each foundation must anchor a structure weighing hundreds of tonnes against lateral wind forces that change constantly in direction and magnitude, and must hold its quality for decades — with no way to repair or replace it once the tower is up.
The core challenge is vibration fatigue. Unlike a static building foundation, a turbine foundation absorbs millions of micro-vibration cycles from the turning blades every day, year after year. Concrete not designed specifically for this develops microcracks over time and eventually threatens the integrity of the structure. Every mix was designed to last under cyclic loading through conditions ranging from extreme summer heat to −40°C winters.
Set in the city centre, the Encanto Mall project faced severe logistical constraints — restricted working hours, difficult access for mixer trucks and a tight site. Despite these conditions, Premium Innova exceeded the client’s expectations with a network of batching plants and the precise management of more than 100 machines deployed at once.
MCS Tower stands in the centre of Ulaanbaatar and faced strict limits on working hours, very tight delivery access and urban noise standards. Premium Innova deployed a low-noise on-site batching plant taking up only 10% of the construction site — compact, quiet and able to keep the project running without depending on trucks from outside.
Encanto Centro Mall is a major retail complex of six blocks built simultaneously in the city centre. The site had few access points and limited space, and city restrictions applied to working hours and truck movements. Supplying six structures at once from a single point called for a different approach.
By installing a dedicated on-site concrete batching plant, Premium Innova removed every dependence on outside delivery logistics. All six blocks were supplied directly from within the site — a consistent mix, no transport delays and no break in supply across the 2.5-year programme.
For the foundation and basement levels we introduced the SikaProof waterproofing membrane system. SikaProof’s technical advantage is its fully bonded design — the membrane does not simply lie against the concrete, it bonds mechanically to the structure as the concrete hardens. That bond stops water tracking sideways between the membrane and the concrete. For a large, deep complex in an urban setting, this level of waterproofing reliability is essential.
ECO Tower is the tallest building in Mongolia, and its foundation pour was the largest single mass-concrete operation in the country’s construction history. 7,500 m³ of concrete was placed continuously over 60 hours, in winter, on a constrained downtown site. It was the first time in Mongolia that concrete of this volume was placed in one uninterrupted operation.
A mass concrete supply of this scale requires precise management: controlling internal heat build-up to prevent thermal cracking, adapting the mix to cold ambient temperatures, and keeping supply uninterrupted. Stopping mid-pour creates a cold joint that weakens the structure. To get it right, concrete was produced and supplied without a break for 60 hours.
